What an S Pass job is in Singapore
The S Pass is a Ministry of Manpower work pass for foreign employees who have a job offer in Singapore and who meet MOM’s qualifying-salary rules for associate professionals and technicians. MOM benchmarks that salary to the top one-third of local associate professional and technician (APT) salaries by age. The pass is not a generic “mid-skilled visa” you can obtain without an employer, and it is not a softer Employment Pass. It has its own salary schedule, a monthly levy, a quota, and its own family threshold.

Who the S Pass is for
MOM states that only eligible candidates will be considered, and that criteria include earning a salary of at least the published qualifying figure for the relevant period, age, and sector. Candidates need a job offer. The employer applies. Qualifications can be declared but are optional; if the employer declares them, they must be authentic and awarded by an accredited institution in MOM’s application list.
Use MOM’s Self-Assessment Tool before anyone pays for flights. MOM says that if SAT shows the candidate is not eligible, you should not apply because the application will be rejected. If SAT shows the candidate is eligible, MOM states there is around a 90% chance the candidate will get a pass. That is MOM’s own wording about SAT, not a JobVacancySG guarantee. The remaining uncertainty is why employers should still keep a backup plan.
S Pass work is common in technical, supervisory, specialist, and associate professional roles across manufacturing, construction-related functions, healthcare support, hospitality operations, and corporate operations. The pass type does not tell you the industry. Search by the work: manufacturing, construction, healthcare, hospitality, IT, and engineering.
Citizens and permanent residents do not need an S Pass. Immigration status beyond a work pass is an ICA matter; start at the ICA website and do not treat S Pass approval as a PR decision.
Current qualifying salaries: $3,300 general and $3,800 financial services at the youngest band
For new applications submitted from 1 September 2025, and for renewals of passes expiring from 1 September 2026, MOM’s floors are:
- All sectors except financial services: from $3,300 at age 23 or below, increasing with age to $4,800 at age 45 and above.
- Financial services: from $3,800 at age 23 or below, increasing with age to $5,650 at age 45 and above.
Those opening and closing figures are the ones you will see most often in summaries. The official year-by-year schedule is longer. Use it. Do not invent a salary for an age that is not on MOM’s table.

A 40-year-old candidate in a general-sector role faces a current floor of $4,459, not $3,300. A 28-year-old candidate in financial services faces $4,220, not $3,800. Age progression is the point of MOM’s design. Employers who budget only the youngest-band headline will fail SAT for older candidates.
The relevant number is fixed monthly salary. Do not present an invented bonus multiple as if it were part of MOM’s floor. If a recruiter says “package”, ask them to split fixed salary and variable pay in writing.
Check the official source. Quote these figures as MOM policy and re-open the eligibility page when you make an offer. Transition columns exist for older renewals; if your pass expires in a window MOM still describes separately, read that column on MOM rather than forcing the current new-application number onto a renewal that has its own date rule.
From 1 January 2027: new-application floors rise
MOM has published the next schedule for new applications from 1 January 2027 and for renewals of passes expiring from 1 January 2028.

Financial services therefore moves the youngest-band floor to $4,000. The age-45-and-above figure remains $5,650 on MOM’s published 2027 financial-services column. If you are planning a late-2026 hire that might slip into 2027 filing, budget the higher column now.
The $650 levy is part of the job cost
Since 1 September 2025, MOM has harmonised the S Pass levy at $650 per month across all sectors and levy tiers. Employers pay it. Liability starts from the day the S Pass is issued and ends when the pass is cancelled or expires. MOM expects payment by GIRO.
For S Pass holders who did not work a full calendar month, MOM publishes a daily levy rate of $21.37, calculated as (monthly levy × 12) / 365, rounded up to the nearest cent. Levy rates are reviewed. Re-check the levy page rather than treating $650 as eternal.
When you compare an S Pass hire with a local hire or an EP hire, add levy to salary and to process cost. A candidate who looks “cheaper” on headline salary may not be cheaper after $650 a month, advertising time, and quota management. That is why the employer playbook treats Work Pass cost as salary plus levy plus process, not headline salary alone.

A quota exists: employers must check MOM, not a blog percentage
The number of S Pass holders a company can hire is limited by a quota. MOM uses a dependency ratio ceiling: a maximum ratio of foreign workers to the total workforce for a company in a given sector. There are also S Pass-specific caps inside that system. MOM computes local employee counts from CPF records and uses a Local Qualifying Salary rule to decide which local employees count towards quota. Balances update on a published cycle; employers can check quota on myMOM Portal.
This article will not publish a dependency-ratio percentage or an S Pass sub-quota percentage for you to memorise. Those official ratios are sector-specific, they are amended from time to time, and a stale percentage in a blog is how companies file applications they cannot support. If you are an employer, open MOM’s levy and quota page, declare business activity correctly if you are new to work passes, and read your current quota balance. If you are a candidate, ask the employer whether they have quota headroom. Do not accept “we always can” as a substitute for a portal check.
Quota is also why two similar job adverts can have different sponsorship outcomes. A services firm and a manufacturing firm are not interchangeable for foreign-worker counts. Jobseekers should not take that personally, and employers should not use it as a cover story for unfair hiring. Fair consideration still applies.
Dependants: $6,000 fixed monthly salary
MOM states that S Pass holders who have a fixed monthly salary of at least $6,000 are eligible for a Dependant’s Pass for their spouse and children. Employers can submit the family application with the S Pass application or later.
A role at $3,300 or $3,800 may be eligible for the worker and still be below the dependant threshold. Couples who plan to relocate together need to see the fixed salary in writing, not a verbal “we can look at dependants later” that never reaches $6,000. $6,000 is a sponsor-salary threshold for this dependant route, not a recommended market salary for every S Pass role. Do not tell a candidate that every S Pass “comes with family”.

Fair Consideration Framework still applies
Employers submitting S Pass applications must advertise on MyCareersFuture for at least 14 consecutive days unless an exemption applies, consider candidates fairly, and must not make a job offer during those 14 days. MOM’s stated examples of advertising exemptions include firms with fewer than 10 employees, roles with a fixed monthly salary of at least $22,500, and roles of one month or less. Read the live Fair Consideration Framework page rather than assuming an S Pass is “too junior for FCF”. It is not.
Going through the motion of advertising after pre-selecting a foreigner, or posting a discriminatory advert, is the behaviour MOM has said it will act against. Debarment and false-declaration penalties are described on the FCF page. Employment agencies have to follow the same fair-recruitment expectations when they hire for clients.
Candidates should still apply on merit. You do not need to put nationality, age, race, religion, marital status, or a photograph on a resume to “help the S Pass”. TAFEP tells employers not to request those fields on forms. See the Tripartite Guidelines and prepare documents with the resume tool.
S Pass versus Employment Pass versus Work Permit
People collapse these passes into one “foreigner pass” story. The rules do not.
- Employment Pass. Higher, age-based qualifying salaries ($5,600 to $10,700 in most sectors today; $6,200 to $11,800 in financial services), COMPASS at 40 points unless exempt, no S Pass-style $650 levy. Detailed in the EP article.
- S Pass. Lower APT-benchmarked floors ($3,300 / $3,800 at the youngest current bands), levy, quota, optional qualification declaration, dependants generally from $6,000.
- Work Permit. A different scheme for other occupations, with its own quotas, levies, and sector rules. MOM has noted that some employers may convert certain S Pass holders to Work Permit holders as qualifying salaries adjust, and that past EP, S Pass, and Work Permit experience can count when assessing higher-skilled levy status for converters. That is a conversion topic for employers to read on MOM, not a candidate strategy to game in a cover letter.
Choosing a pass because a friend used it is how applications fail. Choose the pass that matches the job and the SAT result. If SAT says the person is not eligible for S Pass, do not file “to see what happens”. MOM has already told you not to.
How candidates should search and evaluate S Pass roles
Search the function first, the pass second. A maintenance supervisor, a therapy assistant, a network technician, or a finance operations associate may or may not be sponsored. The advert should eventually support a fixed salary that meets your age band.
- Save searches on MyCareersFuture and JobVacancySG by skill and industry, not by the word “S Pass” alone. Many compliant adverts never mention the pass name.
- When a recruiter says they can sponsor, ask for fixed monthly salary, whether SAT has been run, whether FCF advertising has started, and whether quota exists this quarter.

- If you are earlier in your career, use fresher jobs and the graduate guide. Graduating does not create an S Pass by itself.
- Compare leave and hours on the contract. Employment Act annual-leave minima for covered employees after three months start at 7 days in year one and rise to 14 days from year eight. Many contracts give more. Confirm in writing. See MOM’s annual leave page.
MOM’s 2025 labour-force median gross monthly income for full-time employed residents was $5,775, and $9,038 for degree holders. Those are resident workforce medians, not S Pass offer bands. An S Pass floor can sit below those medians; that does not make the floor a recommended professional salary, and it does not make the median an official S Pass number. What employers should do before they promise sponsorship
Run SAT. Check quota. Check whether FCF advertising is required. Write a job description that matches the work. Interview on skills, not on nationality, age, race, or a photograph. Keep records. Budget $650 a month plus the salary you will actually pay, plus the administrative time.
If the candidate’s age band requires $4,118 and you approved a requisition at $3,300, stop. Either change the budget or change the hire. Do not ask the person to accept the lower fixed salary and “recover it in overtime stories”. Overtime, if it exists, is a separate Employment Act topic and is not a qualifying-salary substitute.
Declare business activity accurately if you are new to work passes. MOM assigns a sector that drives quota. A creative job title will not move you into a different sector if your CPF and activity say otherwise.
If you use an employment agent, they must follow fair-recruitment licence conditions. You remain responsible for the declarations made in your name.
After approval: staying inside the pass
The S Pass is tied to the employer and the job MOM approved. Changing employer is not a casual weekend switch. Holding a second job is not a default right. Keep the pass valid. Do not start work before you are allowed to. Do not let levy fall into arrears; MOM has warned that late CPF and salary declarations affect quota and can push workers onto higher levy outcomes in schemes that still use tiers. For S Pass the monthly rate is currently flat at $650, but administrative failures still hurt quota.
If you hold the pass and want skills growth, use employer training and, where you are eligible, public programmes listed by Workforce Singapore and SkillsFuture. Training does not by itself convert an S Pass to an EP. Conversion requires a new eligibility assessment against EP rules, including the higher salary schedule and COMPASS.
A four-week plan if you need an S Pass
Week 1. Read MOM’s current age table for your sector. Write your resume without photos and without personal fields TAFEP flags. Create saved searches on MyCareersFuture and JobVacancySG. List ten employers large enough that quota might exist, without assuming it does.
Week 2. Apply to roles whose advertised pay can meet your floor. Ask every agent the same SAT and quota questions. Collect certificates only if they are real and on MOM’s institution list; fake qualifications destroy applications and can have legal consequences.
Week 3. Interview on the work. If family relocation depends on $6,000, say so when salary is discussed, calmly and once. Do not agree a start date that ignores the 14-day FCF advert.
Week 4. Get fixed salary in writing. Ask the employer to show SAT. Keep other applications alive in your dashboard. If 2027 is in sight, compare the offer with the 2027 column so a renewal or a delayed filing does not surprise you.
S Pass work is often outside the CBD lunch belt
Supervisory and technical S Pass seats appear in plants, hospitals, hotels, and operations centres, not only next to Raffles Place. Check Tampines, Tampines MRT, Bedok MRT, one-north, and the Downtown Core against the actual ad. Use jobs by industry, jobs by skill, and companies rather than searching only for the words “S Pass”.
Put your current pass type on the profile where the form asks, not as a slogan on the resume. A Career Passport should still be a merit page. Register and use the dashboard. Licensed agencies are on recruiters.

The S Pass is a regulated permission to work, not a personality test. Open the eligibility table, the levy and quota page, FCF, and SAT. Ask employers for fixed salary, SAT, quota, and advertising status. Put skills on the resume.
