A hiring playbook for Singapore employers: fair consideration, MyCareersFuture advertising, Work Pass rules, and retention without discriminatory shortcuts.

Hiring well in Singapore is a process, not a shortcut

The right hire in Singapore is the person who can do the work, will stay long enough to repay the training, and can be employed legally on a contract you can defend. That sounds obvious. It fails in practice when teams skip the job analysis, write a vague advert, filter people by nationality or age or a photograph, then discover that the Fair Consideration Framework, COMPASS, or an S Pass quota was never checked.

This playbook is for hiring managers, founders, and in-house talent partners. It walks through merit-based selection under TAFEP’s Tripartite Guidelines, the Fair Consideration Framework advertising duty, how to use MyCareersFuture as a real channel rather than a box-tick, how to cost a Work Pass as salary plus levy plus process, and how to keep people using Employment Act leave minima as a floor rather than a slogan. It does not tell you to screen by nationality, age, race, or photo. Those shortcuts are how firms get debarred.

Start with the work, not the person you already have in mind

Write down the outcomes of the first six months: a closed set of books, a safe site, a roster that no longer relies on overtime, a product increment, a clinic list that runs on time. Then write the skills that produce those outcomes. That list becomes the advert, the interview guide, and the score sheet. If you cannot describe the work without referring to a preferred nationality or age band, you are not ready to advertise.

Decide employment type before you post. A permanent full-time seat, a contract backfill, a part-time roster, or an internship create different legal and pass consequences. Decide work arrangement honestly: on-site, hybrid, or genuinely remote. Advertising hybrid and delivering five days in the office without discussion is how new hires resign in probation.

From 1 December 2024, the Tripartite Guidelines on Flexible Work Arrangement Requests require employers to consider a formal FWA request and to respond within two months. Approval is not automatic. You can refuse on reasonable business grounds if you follow the process. You cannot pretend the guidelines do not exist. Read MOM’s flexible work arrangements page when you design the role, not after someone asks.

Budget the role as a total cost of employment. For a citizen or PR, that includes salary, CPF as required, benefits, equipment, and management time. For an S Pass, add the $650 monthly levy under current MOM rules and the time to manage quota. For an Employment Pass, add COMPASS planning and advertising time. There is no honest version of “the foreigner is cheaper” that ignores levy, process, and retention risk.

TAFEP: select on merit, and keep protected details out of the sieve

All employers in Singapore are expected to adhere to the Tripartite Guidelines on Fair Employment Practices. TAFEP’s first principle is blunt: recruit and select on merit — skills, experience, ability to do the job — regardless of age, race, gender, religion, marital status and family responsibilities, or disability. The list is not exhaustive. TAFEP will look at discrimination even when the attribute is not named in the examples.

Translate that into operations:

  • Job adverts describe the work, hours, location, and genuine requirements. They do not ask for a preferred race, religion, age, or gender.
  • Application forms ask for skills, qualifications, and experience. Remove fields for age, gender, race, religion, marital status, family responsibilities, disability, photographs, and national-service liability unless you have a specific, stated reason that TAFEP’s guidance would accept. Prefer other identification if you do not yet need an NRIC. TAFEP notes that NRIC numbers can reveal age; if you need the number, ask at offer or explain why.
  • Interview questions follow a written list tied to the score sheet. TAFEP’s examples of what not to ask include “How old are you?”, “What is your race and religion?”, “Are you married?”, “Are you planning to have children soon?”, and “Do you have any disabilities?”
  • Keep interview notes and offer records for at least one year.
  • Tests relate to the job and are checked for relevance and bias.

Do not build a “culture fit” score that is a nickname for comfort with people who look like the current team. Fit can mean ability to work the published roster, to use the required language of the job, or to follow a safety procedure. It cannot mean race, religion, or a preference for candidates without family plans.

Read the guidelines on TAFEP’s site and use their sample form and non-discriminatory question lists. Employment agencies are under licence conditions to follow the same recruitment rules when they hire for you. If an agent sends you a longlist sorted by nationality or age, send it back.

Check the official source. Fair-hiring expectations and FCF penalties are set by TAFEP and MOM. If your template pack still asks for a photo and race, fix the template before you open the requisition.

Fair Consideration Framework: advertise, consider, do not pre-offer

The Fair Consideration Framework requires all employers in Singapore to consider the workforce in Singapore fairly. Employers should not discriminate on non-job-related characteristics such as age, sex, nationality, or race. For Employment Pass and S Pass applications, MOM requires a MyCareersFuture advertisement of at least 14 consecutive days unless an exemption applies, fair consideration of applicants, and no job offer during those 14 days.

MOM’s stated examples of advertising exemptions include companies with fewer than 10 employees, roles with a fixed monthly salary of at least $22,500, and roles of one month or less. Exemptions are official text. Read the FCF page and the EP page on considering all candidates fairly on the day you file.

MOM has described the failure mode clearly: advertising after a foreigner is already chosen, then ignoring MyCareersFuture applicants. That is not compliance. Discriminatory adverts are also a breach. MOM has raised administrative penalties: a minimum work-pass debarment of 12 months, up to 24 months in more egregious cases, covering renewals as well as new applications. MOM also states that false declarations about fair consideration can be prosecuted under the Employment of Foreign Manpower Act, with imprisonment of up to 2 years, or a fine of up to $20,000, or both.

A workable FCF file for each sponsored role looks like this:

  1. Job description and salary band approved internally.
  2. Advert live on MyCareersFuture for 14 consecutive days, plus any other channel you use.
  3. A log of applicants, who was shortlisted, who was interviewed, and why the successful person met the score sheet.
  4. No offer letter dated inside the 14-day window.
  5. SAT completed before the work-pass submission.

You are still allowed, and encouraged, to advertise roles that are exempt. A larger, fairer pool is how you find the person who can do the work. Posting only on a private chat and then claiming you “could not find locals” is not a file.

MyCareersFuture is a hiring channel, not a screenshot

Write the MyCareersFuture advert the way a good candidate reads. Lead with the work. State the location and the roster. State whether the role is on-site or hybrid. State the employment type. If a professional registration is required — a PE, a nurse’s practising certificate, a public accountant — say so and point to the official body. Do not hide a night shift in the last bullet.

Use skills keywords that match how people search, not a stuffed paragraph. Candidates also search JobVacancySG by industry and skill; keep your title consistent across jobs by industry and jobs by skill so you are not running two different jobs under one requisition.

Review applicants on a schedule. A 14-day advert you never open is the pattern MOM has criticised. Give every complete application a first pass against the score sheet. If you reject someone for missing a genuine requirement, record that requirement. If you reject someone because their name “does not sound local” or because they did not attach a photo, you have created a discrimination file against yourself.

Work Pass cost is salary plus levy plus process

Foreign-hire conversations go wrong when someone compares a citizen’s total compensation with a foreigner’s headline salary and calls the difference “savings”.

Employment Pass. The candidate must meet MOM’s age-based qualifying salary, benchmarked to the top one-third of local PMET salaries. Current floors for new applications before 1 January 2027 run from $5,600 (age 23 or below) to $10,700 (age 45+) in most sectors, and from $6,200 to $11,800 in financial services. From 1 January 2027, new-application floors become $6,000 to $11,500 generally and $6,600 to $12,700 in financial services. Unless exempt, the application needs 40 COMPASS points. A fixed monthly salary of $22,500 or more is one stated COMPASS exemption. There is no S Pass-style $650 levy, but there is advertising, SAT, possible qualification verification, and delay risk. S Pass. Current new-application floors from 1 September 2025 are $3,300 (age 23 or below) to $4,800 (age 45+) in most sectors, and $3,800 to $5,650 in financial services. From 1 January 2027, new applications use $3,600 to $5,100 generally and $4,000 at the youngest financial-services band. The levy is $650 a month, flat, from 1 September 2025. A quota exists; check your sector rules and balance on MOM rather than memorising a blog percentage. Dependants generally need a sponsor salary of at least $6,000. Process cost is real even when finance cannot see a line item: writing the advert, 14 days of calendar time, interviews, SAT, document chasing, medical or issuance steps, and the probability of a rejection. If you promised a customer a start date before SAT, you created a commercial risk, not a pass strategy.

Do not “solve” a failed SAT by lowering the job scope on paper while keeping the same work. MOM looks at the role. Do not solve it by pushing pay into an unofficial bonus. Qualifying salary is fixed monthly salary. This site does not invent bonus multiples as official figures, and you should not treat a bonus rumour as a pass plan.

How to interview without creating a TAFEP problem

Give every shortlisted person the same core questions. Score independently, then discuss. Ask for STAR stories that map to the work: a close, a site incident, a customer recovery, a system cutover. The candidate-facing version of that method is in how to prepare for a job interview in Singapore; you should be at least as structured as the people you expect to arrive prepared.

Be transparent about irregular hours, travel, and physical requirements. TAFEP asks for that honesty. If you have a dress code, raise it clearly and sensitively. If a religious practice conflicts with a genuine operational constraint, explain the constraint; do not open with a question about religion.

Panels should not become a forum for one senior person to override a documented stronger candidate because they “feel more comfortable” with someone of the same background. TAFEP’s own scenario material treats that pattern as possible discrimination.

After the interview, decide against the score sheet. If you make an offer, put fixed monthly salary, working hours, leave, probation, and work arrangement in writing. If you reject, you do not owe a novel, but you should be able to explain the merit reason if asked later by MOM or TAFEP.

Offers, contracts, and Employment Act leave minima

An offer that exists only in chat is how disputes start. Issue a letter that matches the advert closely enough that a reader would recognise the same job. If the scope changed during interview, update the description before the person signs.

For employees covered by the Employment Act, paid annual leave after three months of service is at least 7 days in the first year, increasing by one day per year of service to 14 days from the eighth year. Many Singapore employers already give more. If you give more, write the higher number. If you give the minimum, do not market yourself as generous. Other Employment Act topics — hours of work, rest days, sick leave, and who is covered — belong on MOM’s employment-practices pages. Do not invent entitlements in an offer letter that your handbook then takes away. If a role is not covered by a particular protection, say so carefully and check the official definition; do not guess.

Probation is contractual. Use it to verify the work, not to delay a fair salary or to avoid a pass obligation you already declared. Notice periods should be readable. If the person is on a Work Pass, changing employer later is a MOM process; do not tell them they can “just walk over” from a competitor next month without checking the pass rules.

MOM’s 2025 labour-force findings put median gross monthly income of full-time employed residents at $5,775, and $9,038 for degree holders. Those figures are context for workforce conversations, not a mandated offer for your vacancy, and not a substitute for a job evaluation. SingStat’s household median income is a household number. Do not use it to set individual pay bands.

Retention is cheaper than another 14-day advert

People leave when the job they joined is not the job they do, when hours were mis-sold, when pay reviews never happen, and when managers treat flexibility as a favour rather than a process. Retention work is ordinary:

  • A manager who holds a first-week and first-month conversation about the actual work.
  • A scorecard that matches the advert, so the person is not punished for a goal that was never stated.
  • Training that closes a gap you already knew about at offer stage. SkillsFuture and internal academies are tools; a course is not a culture.
  • Fair access to development, as TAFEP requires, based on strengths and needs, not on who attends drinks.
  • A pay review date you honour. If the company cannot pay more, say so early and talk about scope, not rumours.
  • A serious process for formal flexible-work requests, with a written response inside two months.

If you are retrenching, TAFEP and the tripartite advisory on responsible retrenchment require objective criteria, consultation with unions where relevant, and a look at alternatives. Do not use a downturn as a cover to remove people on age or nationality grounds. That is how a cost-saving exercise becomes a work-pass debarment.

A 30-day hiring calendar you can run

Days 1–3. Freeze the requisition: outcomes, skills, employment type, work arrangement, budget including levy if relevant, pass type if relevant. Delete photo and race fields from the form.

Days 4–5. Write the advert. Post on MyCareersFuture and JobVacancySG. Brief any agency with the score sheet and a ban on nationality or age longlists.

Days 6–19. If FCF advertising applies, this is the 14-day window. Review applications every two or three days. Do not offer the job. Screen on the score sheet. Prepare structured interviews.

Days 20–25. Interview shortlisted people with the same questions. Take notes. Complete reference checks that stay on the work. Run SAT if a pass is in view. Check quota for S Pass.

Days 26–30. Decide. Issue a written offer. If you are filing a pass, file only after the advertising duty is done and SAT is favourable. Tell unsuccessful interviewees with a short, merit-based close. Keep the file for at least a year.

If the role is exempt from the 14-day rule, you can move faster, but you should still keep the merit file. Speed is not an exemption from TAFEP.

Working with agencies without outsourcing your liability

A licensed employment agent can widen the search. They cannot take your FCF declaration for you in spirit. Give them the job, the band, and the fair-hiring rules. Refuse rewritten CVs that add a photo or a date of birth you did not ask for. Refuse “this one is easier to get a pass for” as the first sentence of a pitch. The first sentence should be how the person does the work.

If two agencies send the same person, have a written rule about ownership dates so the candidate is not punished. If an agent advertises your role with a discriminatory line, make them take it down and record that you objected.

Candidates also read best job search websites and resume advice. Meet them at that standard. A messy career site and a contradictory advert on three portals will cost you the people who can do the job.

What not to do, in one short list

  • Do not require a photograph, race, religion, age, or family-plan answer on the application.
  • Do not sort CVs by nationality or university country as a proxy for quality.
  • Do not offer an EP or S Pass role during the mandatory 14-day advertisement.
  • Do not file a pass when SAT says no.
  • Do not budget an S Pass hire without the $650 levy and a quota check.
  • Do not invent a bonus multiple to bridge a qualifying-salary gap.
  • Do not tell a candidate that leave “depends on the boss” when the Employment Act sets a minimum for covered employees.
  • Do not treat a formal flexible-work request as insubordination. Respond within two months.

Post the job where candidates already search

A fair advert should name a real place. If the seat is in the CBD, use the Downtown Core and Raffles Place MRT pages as the candidate-facing catchment. If it is East-side operations, use Tampines, Tampines MRT, or Bedok MRT. Tech campuses often belong on one-north. Candidates will also arrive from jobs by skill and industry landings.

Employer entry is pricing and the recruiter workspace, not a candidate register form. You will still read profiles and Career Passports that applicants share. Keep your own company page accurate so those documents map to a real hiring entity. Licensed agencies appear under recruiters.

Frequently asked questions

Can we specify that we only want Singaporeans in the advert?

FCF and TAFEP are about fair consideration of the workforce in Singapore and merit-based selection. Advertising rules and examples sit on MOM and TAFEP pages, including questions about whether an advert can specify citizens and PRs. Read those official FAQs for the role you are posting rather than inventing a line. Whatever you publish, you must not use race, age, or nationality as a substitute for skills, and you must consider applicants fairly if you are filing a pass.

Do we have to advertise on MyCareersFuture for every hire?

You must advertise there for 14 consecutive days before a new EP or S Pass application unless an exemption applies. MOM encourages advertising even when you are exempt, because it widens the fair pool. Local hires that will never need a pass are still subject to TAFEP. Using MyCareersFuture for those roles is good practice even when it is not the FCF trigger.

Why is a Work Pass more expensive than the salary we offered?

Because the real cost is salary plus, for S Pass, a $650 monthly levy under current rules, plus quota constraints, plus advertising and SAT time, plus the risk of delay or rejection. EP roles have higher age-based qualifying salaries and COMPASS. Headline salary is the wrong comparison with a local hire’s total employment cost.

What annual leave must we give?

For employees covered by the Employment Act, after three months of service, at least 7 days in the first year, increasing by one day a year to 14 days from year eight. Many contracts give more. Check coverage and calculation on MOM’s annual-leave page. Do not treat the minimum as a maximum.

Can we ask for a photo or date of birth so we can “prepare the pass documents early”?

No. Do not use the pass process as a reason to collect photos, race, or age on the public application. TAFEP tells employers to keep those fields off forms. Collect MOM-required data through the official application after you have selected on merit, at the stage the process actually needs it.

How do we handle a flexible-work request from a new hire?

The Tripartite Guidelines on Flexible Work Arrangement Requests, effective 1 December 2024, require you to consider a formal request and respond within two months. Approval is not automatic. Use a written process, give business reasons if you decline, and do not punish someone for asking. Design the advertised arrangement honestly so the request is not a surprise to either side.

Hire as if MOM and TAFEP will read the file

Because they might. The firms that hire well in Singapore write a clear job, advertise it where the workforce can see it, score people on the work, cost the pass honestly, and keep people with contracts that at least meet the law.
