Construction and M&E work in Singapore is several labour markets
A building site in Singapore employs tradespeople, mechanical and electrical (M&E) specialists, supervisors, safety personnel, and professional staff who design, inspect, and manage the project. Those groups are hired on different contracts, trained to different standards, and, if they are foreign workers, may sit on different Work Passes. Searching only for “construction jobs” mixes a worksite trades role with a resident engineer role and a contracts-manager role. You will apply to the wrong pile.
Use the construction industry board as your home filter, then cross-check engineering when the vacancy is a professional or resident-engineer post. Full-time site rosters dominate; still compare full-time and contract ads, because project hiring often uses fixed-term contracts.

Site roles: producing the building, not just attending it
Site roles are the people who install, pour, fix, lift, and finish. Do not invent a “typical daily rate for a tradesperson in Singapore”. Those figures circulate unofficially and they are not MOM publications. If an employer states a rate in the advert, that is their offer language, not a national table. Ask for a written contract that states hours, rest days, and overtime rules that match the Employment Act where the Act applies.
Supervision is a different job from the trade
A good tradesperson is not automatically a supervisor. Supervisor ads look for planning, permits, coordination with other trades, and the willingness to stop work. If you are moving up, write the last crew you ran, how you handled a clash, and a time you halted an unsafe act. If you have never supervised, apply to the trade or assistant role the advert describes. Inflating a title is how people get hurt.
M&E roles: making the building work

What a professional advert is usually asking:
- can you produce or check a deliverable that another party will rely on;

- can you coordinate trades and consultants without losing the safety thread;
- can you explain cost, time, and change without hiding bad news.
Resident engineers and resident technical officers live between the designer and the site. The hours follow concrete pours and inspections, not a CBD lunch culture. The Building and Construction Authority is the statutory board that regulates Singapore’s building and construction environment — including quality, construction productivity initiatives, and a wide set of contractor and specialist registration schemes that employers talk about in tenders. Jobseekers do not need to memorise every circular. They do need to know where official rules live so they do not treat a Telegram rumour as a licensing fact.

How BCA shows up in a job search:

Safety culture is the job, not a poster
Singapore construction interviews will test whether you stop work. They will ask about permits, lifting, working at height, confined space, and what you did the last time a programme collided with a control. If you cannot tell that story without blaming “the foreign workers” or “the client”, you are not ready for a supervisor job. Safety failures are how people die; they are also how firms lose the right to tender.
Prepare, concretely:
- the last permit-to-work you raised or checked;
- a toolbox meeting you ran that changed a method;
- a near miss you reported, and what changed afterwards;
- how you handle fatigue on night concreting or shutdowns.

Work Permit, S Pass, and Employment Pass — high level, official links
Foreign workers in construction and M&E may be on a Work Permit, an S Pass, or an Employment Pass. The pass is chosen by the occupation, the employer’s quota and privileges, and MOM’s salary and eligibility rules — not by the worker’s preference. A degree does not automatically mean Employment Pass. A trade does not automatically mean Work Permit. The employer applies; you should still understand which pass you are being put on.

Work Pass holders must not treat a second cash job on another site as casual overtime. Pass conditions restrict employment to the sponsoring employer and approved occupation. If someone offers you weekend work “off the books”, that is a legal problem, not a bonus.
How to search without chasing unofficial rates
Set your filters to construction first. Then decide whether you are applying as trade/site, M&E specialist, or professional. Those three searches should not share one resume. Keep three versions if you are genuinely qualified for more than one, and send the matching version.
A weekly routine:
- Scan new construction ads and discard any that are a different trade or a different pass type than you can legally do.
- Check engineering for resident and design posts on the same projects.

Applications and interviews on a live project
Site interviews can be short and practical. Bring certificates. Be ready to walk a drawing or a programme. If the interview is in an office, still ask when you will see the site before you accept; a basement job and a high-rise job feel different in the first week.
Questions worth asking:
- who is the occupier and who is the employer on paper;
- what is the working hours pattern, including Sundays and nights;
- which safety inductions happen in week one;
- whether the role is tied to a single project or will move;
- which pass they intend to apply for, if you need sponsorship, and what salary they will declare as fixed monthly pay.
That last question protects you. A verbal “package” that mixes lodging, food, and cash can fail a pass assessment if the fixed salary is too low. Official floors are on MOM’s pages, not on this article’s imagination.
